Scroll is a zero-knowledge rollup on Ethereum that runs standard EVM code, so an ERC-20 deployed here behaves the same as one on Ethereum mainnet and works with the same wallets. Transactions execute on Scroll; Scroll then posts the data to Ethereum together with a validity proof.
Every Scroll transaction therefore has two parts: an L2 execution fee (gas used times Scroll's gas price) and an L1 data fee for publishing the transaction data on Ethereum. Scroll prices that second part through a predeployed oracle contract at 0x5300000000000000000000000000000000000002, and it rises and falls with Ethereum mainnet gas, not with activity on Scroll.

That day the L1 data fee was close to nine tenths of the network fee. When Ethereum is congested it can be several times higher, so the generator adds a small allowance for it (0.00001 ETH) when it checks your balance before you sign.
